Education Policy & Analysis
Emma Garcia-Castells, Ed.M.
I believe education policy should reflect the realities of the students and communities it serves. My work focuses on bridging the gap between policy and practice — ensuring good ideas don't get lost in translation and that teachers, students, and school communities are central to how policy is designed and implemented. With a background spanning government, nonprofit, research, and classroom settings, I bring a grounded, cross-sector perspective to understanding where systems need support.
My interest lies across K-12 systems, using data and research to develop solutions that are both evidence-based and actionable. I'm skilled in policy analysis, data analysis, communications, and stakeholder engagement — and experienced in translating complex research into clear insights for diverse audiences.
